Since most reviews acclaims that this converter works to convert all signals from PAL to NTSC or vice versa. I will now tell you what it cannot do, so that buyers will purchase the correct item. Most buyers I believe had gotten a USA TV and try to use it in Europe or Asia. Generally, if the incoming signal is either the old PAL or NTSC system, this CDM-660 can do the job. These signal are usually from Movie players, like DVD or blu-ray players. Not from digital cable box.
Since input is only the yellow video jack, which is 576p resolution, the display is not so sharp especially if you watch it on a big screen. Moreover, NTSC output is 480p. Now with cable tv, the signals are different e.g. DVB, DVB-T, etc....these signals the CDM-660 is not able to convert. In fact, none of the Altona converter can convert, so save your money. How do I know? I have also bought the HD-560 Altona, it also can't convert DVB-T signals. Read my review on HD560.

Easy to install out of the box. Live in Germany and needed to change signal from NSTC to PAL. If you have a TV where you can not manually adjust the vertical hold, this system is for you. I had a bought a cheaper video converter, but since I was not able to adjust the vertical hold on the TV, that box was no good. The Altona video converter box adjusts the vertical hold automatically.
Would recommend if you don't have a multi system TV and do not want to spend the money for a new one

Good product, for the money I've invested, the quality is fare and the installation was very easy.
The only thing I can complain about (if I may) is the fact that it does not have an On/Off switch. So its always on and the leds on the front of the box are flashing, seeking for signal while my DVD is off. If you're watching TV in a complete darkness it may upset you a little. If that doesn't bother you - you'll be happy as I am with this product.

I'm also stationed oversea with the military...England to be exact. I tried several different converter and wasted over $200. The problem I was having was the picture was only black/white and the picture was too big for the screen. I was told only a worldwide VCR would solve the problem. However they cost $550 used and $1200 new. I read the review by the guy stationed in Turkey and decided to try it on a whim. It worked perfectly and I will recommend it to anyone moving to England as a cheaper option than buying a worldwide VCR or a new multisystem tv!!!!

This converter works as advertised and does a nice job at it as well. There's some picture degradation as a result of the conversion from PAL to NTSC, but nothing anyone except a purist would find annoying. Easy to use...just plug it in, select which output you want (PAL or NTSC) via a switch on the back and you're ready to go. There was a complaint or two in the reviews here about the constant blinking LEDs on the front - easy solution...turn it around. =) So yes, I recommend this if you want to expand your DVD viewing options - there's some cool stuff out there that's only in PAL format (btw...you need a region-free DVD player, too).
Note: There are some converters out there for around $30, but buyer beware...I've read they don't output the right 'flavor' of NTSC for the U.S. - do some research before plunking down your cash on one.
