Digital camera Review: 100% fan speed all the time is factory intended... and loud.

This card has multiple versions and only one has a variable speed fan and that was only on the 1st generation. if you have anything above Ver A.0 This card will run at 100% fan speed. all the time. period. Rivatuner and Ntune will have no effect.
The reason for this is that the designers had intended this card to be overclocked. If you already have this card you can contact XFX support and they will send you a replacement fan that has a variable controller, but you have to install it yourself.
In my opinion, id say pass on this as the noise is not worth the performance. I have two running in SLI and i am about to pull my hair out because it is just so dang loud.
